Scrollbars are broken

In an attempt to clean the scrollbar handling in the table script appeared severe problems.
The properties in the tableformatlist must be carefully adjusted now.
I always disliked the fact, that the scrollbars draw outside of the rect, which is specified. But it turned out, that it was very difficult to change that to draw inside the rect. Both options have their pros and cons and this I made them optional. Still I fear it will make the whole thing even more complicated.
